Dr. Hanna Maskalkova
DVM, CVA, PHD
Owner, CMO (Chief Medical Officer)
Was born and raised in Belarus. She graduated from the Vitebsk State Academy of Veterinary Medicine, Belarus 2001. She also earned her PhD in Veterinary Parasitology and Pharmacology in 2005. She then moved to the USA, where she started practicing veterinary medicine. Hanna is Fear Free Certified and is also a Certified Acupuncturist from the Chi Institute. She treats all her patients with the utmost respect and care. She loves helping her clients to find practical solutions that would help our four-legged friends live longer and happier lives.
Dr. Maskalkova loves traveling, outdoor activities, and watching her daughters grow. Her favorite time of the year is fall. She enjoys doing various fall activities with friends and family and appreciates delicious apples at this time of year. She would love to continue to develop her artistic and crafting talents.
Dr. Oleg Khomutets
DVM, Owner, CEO
Veterinary Emergency Care and Veterinary General Practice
Doctor Oleg was born in Magdeburg, Germany, into a military family, and from a young age, he knew that he wanted to become a veterinarian. Dr. Oleg’s passion for animal science began when he was just 12 years old. During his school years, Dr. Oleg had the unique opportunity to work with the K9 Units for the Ukrainian Police and Army, which deepened his love for veterinary medicine.
Dr. Oleg pursued education at Poltava State Agrarian University in Ukraine, where he earned a dual degree of Doctor of Veterinary Medicine and Biotechnology. After completing a companion animal emergency internship in the U.S., Dr. Oleg developed strong interests in emergency and critical care, orthopedic and soft tissue surgery, internal medicine, epidemiology, infectious diseases, and endoscopy. Dr. Oleg firmly believes that veterinary medicine plays a critical role not only in supporting the health of our pets but also in protecting human populations from dangerous zoonotic diseases. With great respect for all medical professionals, he often likes to say (with a wink) that doctors treat humans, but veterinarians treat humanity. In his free time, Dr. Oleg enjoys spending quality moments with family and staying active through exercise. Dr. Oleg lives in Northern Virginia with his beautiful wife, Hanna, who is also a veterinarian. Dr. Oleg and Dr. Maskalkova have three wonderful daughters—Vasilisa, Sophia, and Alexandra—and their home is happily shared with dogs named Candy and Buddy, and a cat named Pearl.

Chief Operating Officer
Fran brings extensive experience from working in veterinary hospitals and is always happy to help our clients in any way she can. She’s dedicated to providing excellent customer service and genuinely cares about helping both pets and their owners.
Since joining the PetCentre team in 2005, Fran’s goal has been to create a welcoming environment where you and your pets feel like part of the family. Originally from Michigan, she and her family moved to Virginia, where both of her children graduated from Virginia Tech. Her family also includes her beloved granddaughter, Chelsea, and her adorable Goldendoodle, Emma.
In her free time, Fran enjoys watching baseball, attending theatre performances, going for hikes with Emma, and spending quality time with her family.
